Watch 4 Idle is a small utility to monitor your Windows OS for idle time.
You set the target idle time and when the system is idle for that time it can execute different actions.It can also execute different actions when the system resume from idle.
Watch 4 Idle can run minimized from the system tray with a minimal resources usage and can also start automatically with pre-defined settings.
Please read the included readme.txt file for more information.

I think there is a bug!? I can't use this prog (1.2) in "portable" mode on a Windows 8.1 machine. Where should I copy my pre-defined "settings.cfg"-file, that the prgramm is not creating a file in %temp%-folder? When W4I.exe and settings.cfg in the same folder together it's not working.

I didn't test the program on Win 8.
The settings file should be in your %temp% in a sub folder named: \W4Idle
I can't tell why it doesn't create the settings file in this location because I didn't test it on Win 8 yet.
I know that there are a lot of Win 8 users, so maybe you can try it on a different machine and see if it is the same.
Do you have enough permissions (running as local admin) ?
